Exchange 2007 Attachments not showing

We have a user running Outlook 2003 and is sent an attachment

While she generally receives them OK, from one particular external sender the paperclip icon shows up momentarily when the email arrives in the inbox but then dissapears.

Sending the email to herself and flagging/unflagging did not work:

If she sends it to a web based account the attachments appear

If she opens the email in OWA the attachments appear

We do not enable OWA (yet) for our users, has anyone else seen this? Will SP1 fix it?
