Problems with Outlook WebAccess : Change Password!

Hello:

I have Exchange 2007 SP1 and need that my users could modify the passwords route OWA. The problem
the fact is that only I can modify it only one time, if I want to change it for the second time the following one throws me
error:

" The written password does not fulfill the minimal requisites of safety. If he needs help, get in touch with the service of technical support
of the organization. "

In my safety instructions passwords of Active Directory I have that:

- To store passwords using reversible coding
Disabled

- To force the record of passwords
It is not definite

- The passwords must fulfill the requests of complexity
Disabled

- Minimal length of the password
6 characters

- Maximum validity of the password
365 days

- Minimal validity of the password
30 days

Some idea of for that it is failing?
